Hi,
To begin with game development for the mobile platform, J2ME or Android would be the best options, you can start developing in those platforms entirely using free tools and emulators. Of the two, I would prefer J2ME as it is easier to learn than Android. Once you get the hang of it, you might want to consider developing for iPhone which has way better device caps, touch support etc.
