Hi all i'm new to game development could any one please tell me the tools (i.e) IDEs, plugins, emulators required for game development, please attach the URL with ur reply, i will be greate full to you u if you do that.. Then i want to ask about Android could any one tell me is there any tutorials for Game development in android, if available send me that too ...

For J2ME, our recommendations are below

IDE - Netbeans with mobility pack.
Emulators - Sony Ericsson and all others as optional

For Android, we can just say the basic hello world and sample games in their sites will heal a lot.
